In light of BEIS intention to eliminate liquid fossil fuels, OFTEC recognises the potential demise of the oil heating sector unless an alternate feedstock is found. OFTEC and its members face potential loss of market and subsequent loss of income and business uncertainty without an alternate. OFTEC intended to present to BEIS a roadmap of how to get to sustainable liquid biofuels in the off-gas heating network, by adopting In Perpetuum’s approach to a robust analysis of the sector to underpin policy options. The approach considered in full the following seven factors: Sustainability / Feedstocks / Technology / Logistics / Markets / Policy & Economics.
The outcomes of the project were:
- OTFEC position paper delivered to BEIS including technology briefing for acceptance of data used within paper.
- Restructure the supply chain steering group to including participants and funding model.
- Organise the whole supply chain to carry out industry wide field trials to address all outstanding questions pre legislation being written.
- Alongside field trials, set up academic links to run academic trials, during the same field trials timeline, to run simulations on all future scenarios, technologies, and potential feedstock / blend stocks.
- Investigate funding options for both field and academic trials (including available grants).
- Work through consultation responses using In Perpetuum reports and data.
- Keep data and reports up to date during the next two years before legislation is placed.
- Create policy and lobbying strategy for OFTEC / whole supply chain.
- Create communications strategy for OFTEC / whole supply chain.
